1. If you are an existing owner of a timeshare week you may cede your "rights of use" of the owned week into the RCI Points exchange system. You still retain ownership of these weeks and pay the annual maintenance fees to your home resort. Your weeks are converted into a point's value (according to the point's value tables for your specific resort) and you will be issued with a certificate stating the number of points you now 'own'.
The same applies to someone who wishes to buy a timeshare week. This can also be ceded into the Points system.
2. If you do not wish to own a timeshare you may buy 'Pure Points' from approved vendors to use within the system. If 'pure points' are bought, then an annual management fee is payable (calculated on a sliding scale according to the number of points bought) - this is much the same as a maintenance fee. The management fee is collected by RCI Points annually.
